Richard Hovan joins EPA Systems as Principal

Richard Hovan, Sr., a well known and respected environmental consultant, has joined EPA Systems LLC as a Principal Consultant. Richard has over 37 years’ experience in the combustion, safety, environmental instrumentation and air pollution control equipment field. In addition, he has grass-roots projects such as 1800MW Power Plant in Egypt, 64,000 SqFt office building, and several water treatment facilities. He has extensive overseas experience with all of his previous companies.

Richard’s knowledge includes Continuous Emissions Monitoring (CEMS), Predictive Emissions Monitoring Systems (PEMS), Burner Management Systems (BMS), boiler and ground based turbine combustion efficiency monitoring, air pollution control equipment, Coal Pre-Ignition Detection Systems and water treatment equipment. He has developed several new processes and has been instrumental in the development and introduction of new technologies into the market place. Richard has served on the US-EPA’s technical review board for Compliance Assurance Monitoring (CAM), Open Market Trading Rule (OMTR) and Medical Waste Incinerators (MWI), Opacity Performance Specification rewrite and has developed the first Conditional Performance Specification (CPS) for the EPA. He has also lead technical teams for several Conditional Test Methods, including CTM-034 for test protocols for electrochemical sensor portable gas analyzers.

Richard holds several patents on applicable equipment including dry sampling systems for stationary and portable gas analyzers, measurement techniques for electrochemical sensor source systems, opacity monitors and automatic validation software for PEMS (to meet USEPA 40CFR60, Appendix B; PS-16).
